The season starts out and they name it with a name beginning with a for the first storm, then the next storm will have a name starting with b, etc. In addition I think I remember them saying that they try to not pick such common names after Hurricane Andrew, people were upset that a name they use for their children was the name of a storm that caused such devastation. That explains choosing names like Floyd and Frances, but not Katrina, which seems to me a more common sort of name and considerably after Andrew. I 'think' the method between the boy name of a storm and a girl name is that they alternate?
